Transportation Alternatives Program

A federal funding program, established by the U.S. Department of Transportation in 2012 to guide the growth and development of the country’s vital transportation infrastructure (Moving Ahead for Progress in the 21st Century (MAP-21), created the Transportation Alternatives Program (TAP).

The TAP replaces the funding from pre-MAP-21 programs including Transportation Enhancements, Recreational Trails, Safe Routes to School, and several other discretionary programs, wrapping them into a single funding source.

Eligible entities to receive TAP funds are:

  • local governments
  • regional transportation authorities
  • transit agencies
  • natural resource or public land agencies
  • school districts
  • local education agencies, or schools
  • tribal governments
  • other local or regional governmental entity with responsibility for oversight of transportation or recreational trails

Under TAP, nonprofits are not eligible as direct grant recipients of the funds. However, nonprofits are eligible to partner with any eligible entity on an eligible TAP project, if state or local requirements permit.

The TAP provides funding for programs and projects defined as transportation alternatives, including:

  • Construction of on-road and off-road facilities for pedestrians and bicyclists.
  • Construction of turnouts, overlooks, and viewing areas.
  • Inventory, control, or removal of outdoor advertising.
  • Historic preservation and rehabilitation of historic transportation facilities.
  • Vegetation management practices to improve roadway safety, prevent invasive species and provide erosion control.
  • Archaeological activities relating to impacts from implementation of a transportation project.
  • Construction of boulevards and other roadways largely in the right-of-way of former Interstate System routes or other divided highways.
  • Safe Routes to School program.
  • Environmental mitigation activities including pollution prevention, abatement and mitigation of highway runoff, reduction of vehicle-caused wildlife mortality or restore habitat connectivity.

To help eligible agencies prepare successful project proposals:

  • A workshop on the TAP process will be held on February 17, 2016, at 10:00 AM in the CITT Conference Room on the 10th floor of the Government Center, 111 NW First Street, Miami 33128.
  • Applicants are encouraged to hold a pre-application meeting with FDOT staff to review potential environmental, permitting or design issues.  Evaluation points will be given to projects that have a pre-application meeting before March 31, 2016.
  • Completed below applications (paper and electronic) are due to the MPO at the address below by Friday, April 1, 2016.
